DUTIES AND RESPONSIBILITIES:
To deliver on this Climate Action Plan, the responsibilities of the eSPSV Infrastructure Manager will involve interaction with a wide spectrum of external and internal stakeholders including, SPSV Industry representative groups, local authorities, planning officials, ESB networks, Eirgrid, ZEVI, Department of Transport, and both the Transport Planning and Investment and Public Transport Service Directorates within NTA.
The tasks and duties in support of NTA and ZEVI include, but are not limited to:
- Technical advice on eSPSV charging infrastructure, including emerging modes of EV charging (e.g induction charging and hydrogen fuel cells at present);
- Analysis of the existing electrical distribution network, including site surveys, to determine the optimum method of connection for new eSPSV charge points to ensure infrastructure is well founded and meets requirements in the medium term, while also providing capacity for future demand;
- Developing strong working relationships with stakeholders and with organisations delivering services on behalf of NTA/ZEVI;
- Co-ordination with the wider team to design and implement policy and programme evaluations including data collection, energy and financial analysis in accordance with relevant Government guidelines and GDPR;
- Conducting appraisals, including cost-benefit analyses, multi-criteria analysis, financial appraisal, economic appraisal, demand analysis, sensitivity and scenario analysis and counterfactual impact evaluation, of new and existing charging infrastructure;
- Seeking to support and enhance the services offered by public service vehicles and the promotion of innovation in this regard;
- Data Protection, Freedom of Information and Access to Information on the Environment requests; and
- General duties of a similar nature not defined above.
Ideally, the eSPSV Infrastructure Manager will have experience in leading major electrification systems projects, with a knowledge of electrification network architecture, combined with an understanding of the planning process to navigate the challenges involved.
Project management:
- Project planning, execution, monitoring and testing
- Risk Management
- Maintaining the continual operation of the infrastructure
- Planning: set and update service delivery targets; oversee implementation
- Change management: Shift priorities as required and implement operational change
- Process: Ensure standard operating procedures are developed and maintained
Contract management:
- Service delivery monitored and Service Level Agreements (SLAs) maintained
- Quality management
- Issue management - escalations
- Weekly, monthly communication through meetings and report review
- Manpower planning & scheduling
- Direct and support the extended SPSV team across call centre, back office and test centres
- Budget compliance
- Procurement: support the development of tender requirements, assess suppliers, develop contracts and SLAs
- Risk management: centrally and with each service provider
- Process: maintain relevant contract management documentation
Quality management (supporting contracts)
- Direct and oversee quality process for all contracts
- Corrective actions, escalations for all contracts
- Quality report and focus
Cost management
- SPSV Budgets developed and maintained, costs tracked
- Cost projections and ongoing assessments with Central Finance
- Day to day cost management for service providers and projects to ensure value for money
Operational management of SPSV licensing
- Data management: ensure relevant processes are in line with best data governance under GDPR
- Develop joint processes with other departments and third parties:
- Liaise with other departments to support service delivery for NTA (IT, Finance, Rural Transport, Public Transport Services, Planning and Investment)
- Liaise with external enforcement agencies/ 3rd parties (AGS, DTTAS, Revenue, Local Authorities)
Note: The functions and responsibilities initially assigned to the position re based on the current organisational requirements and may be changed from time to time. The person appointed requires the flexibility to fulfil other roles and responsibilities at a similar level within the Authority.
ESSENTIAL CRITERIA:
Each candidate must meet the following requirements at the time of the competition closing:
- Hold a minimum of an NFQ level 7 qualification in Civil, Electrical, Environmental or Mechanical Engineering, or other relevant discipline;
- Have at least 7 years' satisfactory experience including 2 years' experience managing projects;
- Have the ability to multitask, prioritise effectively and to work under pressure to meet tight deadlines.

- Have a good knowledge of public service policies, services and activities, particularly related to SPSV licensing and taxi regulation; and
- Have a strong understanding on Freedom of Information processes and Data Protection policies and guidelines.
