The Service Coordinator,
under the guidance of the Area Manager, and supported by local staff teams, is
responsible for the coordination and continued development of these services.
The post will be based
in Castlerea, Co Roscommon.
Reporting/Responsible to:
Area Manager/ or any other person designated by the Manager.
Qualifications/Experience/Skills:
The successful candidate must have:
- A relevant 3rd level qualification in the
Health Sector e.g. BA (Hons) in Applied Social Studies/Social Care or
nursing qualification.
- A minimum of 3 years post
graduate relevant experience in management and leadership.
- Candidates must have a
minimum of 3 years post qualification experience gained in services for
people with intellectual disabilities/on the Autism spectrum.
- An appropriate qualification
in Health and Social Care Management is a necessary requirement of the
post. If the successful applicant does not hold such a qualification a
commitment to obtaining the qualification prior to taking up the post will
be required.
- A good understanding of the
Person in Charge (PIC) role and HIQA requirements would be an advantage.
- Proven operational experience
is essential.
- Budgetary/financial, employee
relations and team management experience.
- Excellent leadership,
managerial and team-working skills are required to co-ordinate and support
the service teams and to ensure that a range of high quality services are
provided.
- Excellent communication and
organisational skills together with up to date knowledge of current
thinking and practices in person centred service delivery.
- Excellent IT skills is
crucial for this role.
- Creativity and innovative
approach to problem-solving,
- A full clean manual Irish
driving licence.
Working Hours:
Normal working week will be rostered on a 7 day basis, between the
hours of 8am to 8pm.
For a successful candidate with a nursing qualification a 75 hours
fortnight applies as per HR Circular 018/2022.
For a successful candidate holding a social care or other
qualification the working hours will be 78 per fortnight.
Contracted hours of work are liable to change over seven days to
meet requirements of the post and flexibility with regard to your hours of duty
will be required to fulfil the duties of the post.
An On-call commitment is an essential requirement of this post. The Service Coordinator will be required to
be on-call after working hours during the normal working week, at weekends and
covering holidays as part of a rostered on-call system. In exceptional circumstances sleep-ins and
night duties may be required.
The Service Coordinator will be assigned Person-In-Charge (PIC)
responsibilities under the HIQA Regulations.
The Brothers of Charity Services Ireland model of service is based
on Personal Outcome Measures requiring employees to be flexible in their
working hours to provide a quality service delivery for each individual.
Annual Leave:
Leave will be granted according to the agreed leave assigned to the
grade of the successful
Candidate i.e. CNM3/ Grade VII or equivalent.
Remuneration:
Department of Health Consolidated Salary scales based on the salary
scale attached to the grade of
the successful candidate i.e. CNM3/ Grade VII or equivalent.
Tenure:
This position is Permanent full-time and pensionable.
Probation:
A probationary period of nine months from the date of appointment
applies to the post. The employment may be terminated at any time during the
probationary period should the employer find that the appointee is unsuitable
to continue employment. The probation
period may be extended at the Employer’s discretion.

Conditions

- Staff must treat each person
with an intellectual disability as an individual and at all times
acknowledge and respect the rights and personal dignity of the person with
an intellectual disability.
- Staff are required to
establish and maintain relationships with adults with disabilities that
are based on respect and equality and that promote their independence.
- An understanding of the
services, as developed by the HSE. A willingness to work in promoting this
model within your role under the supervision and direction of the Manager
or any other person designated by the manager.
- An understanding of the HIQA
standards and regulations for residential and respite services.
The Role:
- Supports the role of the Area
Manager and the Team Leaders within the Service. They will coordinate a number of Service
Teams and along with the Team Leaders and Area Manager to support the
overall strategic and operational management of the Service.
- Actively lead and develop a
number of highly motivated teams to ensure the development of
person-centred services and promote a culture of consensus
decision-making.
- Actively lead all staff
members in Residential and Day Services as required.
- Will coordinate the future
planning and ensure the implementation and ongoing review/development to
ensure that individuals are supported in achieving their personal
goals.
- Will ensure that all services
are delivered in an efficient and effective manner within the budget.
- Develop and foster good
relationships with the people we support, families, work colleagues and
members of the multi-disciplinary team.
- Assist in formulating,
implementing and evaluating service plans in co-operation with the
multidisciplinary team and other team members under the direction of the
Area Manager.
- Will be a proactive member of
the local services management team, and the West Roscommon Team.
Main duties &
functions:
Leadership, Communication and
Support:
- Will ensure that the services
being provided in the West Roscommon Services reflect the ethos and vision
of the Brothers of Charity Services Ireland.
- Promote the development of
person-centred services.
- Develop positive
relationships with the people who use our services.
- Provide support and
supervision to Team leaders and staff in the area.
- Promote partnership, advocacy
and self-advocacy and be available to support advocacy and self-advocacy
groups.
- Appraise, give feedback and
support to Team leaders in supervision meetings.
- Provide ongoing leadership
and support best practice in delivery of services
- Manage and supervise the
performance of staff including responsibility for timekeeping, attendance
and planning leave arrangements, and liaise with the Area Manager and
Human Resource Department as required.
- Assume the responsibility of
the Person in Charge (PIC) under the HIQA Regulations.
- Liaise with Multidisciplinary
and Organisational Services so as to ensure that effective communication
and co-ordination of services takes place.
- Liaise with relevant local
bodies and agencies.
- Promote the Brothers of
Charity Services commitment to community services and to support a network
of community partnerships.
- Maintain records and submit
reports with respect to finances, purchasing and human resources for
people who use our services and staff, as required
- To ensure the establishment
of clear team goals and the appropriate organization of day-to-day
operations, coordinating team activities, organizing team meetings and to
co-ordinate follow through on matters arising and decisions taken at team
meetings.
- To promote adherence to the
Brothers of Charity Services Policies and Procedures.
- To co-ordinate use of the
team budget in accordance with agreed objectives.
- To document emerging trends
and service needs and keeping management informed of these trends.
- To co-ordinate on-going
development plans for the service and advocating for resources.
- In conjunction with the Area
Manager, identify both individual and team training needs and support them
to participate in relevant on-going training courses and development
opportunities.
- Advocate, support and
facilitate the people using our service in all aspects of their life and
promoting good possible health, receiving appropriate healthcare,
community participation, integration and the development of their
independence.
- Perform driving duties in
service transport as required.
- Support Team Leaders in
preparation of duty rosters and ensuring that services have adequate staff
in line with budgets.
- Partake in the assigned
On-Call Rota as required.
- Promote good communication
and sharing of information within the service.
- Support team members and
create a working environment that values and affirms all staff.
- Promote public education and
a positive image of people with a disability and our Services.
- Deputise for Area Manager as
required.
Service and Financial Management:
- Manage efficiently and
effectively the budget and resources allocated to the assigned Service
Area and ensure that the expenditure is kept within agreed budget limits,
and expenditure accounted for in accordance with Service policies.
- Review, in conjunction with
the Team Leaders, the application of resources, the efficient and
effective management of budgets and financial planning of each service
team.
- Support Team Leaders and team
members in assisting those who use our services to manage their finances.
- Create opportunities to
consult staff and seek their views regarding relevant issues such as
manpower planning and development ensuring the optimum use of resources.
- Support, in liaison with the
Human Resources Department, and work in conjunction with Team Leaders, in
the ongoing implementation of policies and procedures on staff
recruitment, induction, staff support and industrial relations and the
effective operation of the Services Disciplinary, Grievance and Complaints
Procedures.
- Authorise day-to-day
expenditure within defined limits.
- Ensure that serious
misconduct issues involving staff are managed and reported promptly to
Human Resources and senior Management.
- Provide induction for all new
staff assigned as required.
- Ensure that the systems and
procedures are in place to manage unscheduled staff absences.
Strategic Planning and Service
Development:
- Our Strategic Plan is to
develop further services in West Roscommon.
- Support the Area Manager and
Service Manager in Service Development.
- Support the development and
piloting of innovative and alternative models of Service Delivery.
- Along with the Area Manager,
identify service needs and co-ordinate future planning within the service
and promote and support the development of new services.
- Work with Team Leaders to
develop Service Plans as required for each team and ensure the development
of these Plans is based on support needs arising in Individual Plans and
the overall Strategic Plan.
- Update Service Development
plans based on the changing needs of individuals in our services and new
referrals for places in that service.
- Represent the Services at
evening meetings as required.
- Support each Team Leader to
report back on progress on their Service Plan through regular reports and
immediately address any outstanding issues.
- Ensure the proper functioning
of the team-based performance management system in the evaluation of the
delivery of the priority strategic objectives for the Services.
- Establish relationships and
linkages with the local community and foster inclusion and participation
for people who use our services into their local community.
- Pay particular attention to
the identification and resolution of key strategic issues within the
Services.
Quality and Accountability:
- Ensure that all standards
required by monitoring bodies such as HIQA and CQL are implemented.
- Support day services in the
implementation of New Directions
- Ensure that the services
provided are in line with international best practice and uphold national
quality standards.
- Support the evaluation
process in each service community using the Personal Outcomes Quality
System and the operation of the Quality Enhancement Forum.
- Carry out regular Service
Audits of specific policy areas such as Administration & management of
medication policy, people supported Monies, Rights Restrictions and Health
and Safety Guidelines.
- Ensure that each area
maintains all systems and records up to date such as Personal Outcomes,
Personal Profiles and Health and Safety (Hazard) Accident Incident Reports
(AIRS), Flex as required in quality assurance.
Policy Implementation and Safe
Services:
- Respond to emergencies that
may occur within the services.
- Ensure that the policies and
procedures of the Services are implemented and provide feedback to the
Area Manager on the operation of and overall direction of the Service.
- Support Team Leaders in the
development of guidelines and procedures relevant to their service
location.
- Ensure that each person using
the service is safe and that the Service’s Safeguarding, Good
Practice Guidelines and Health and Safety policies and procedures
are fully implemented.
- Be aware of and become
familiar with Fire Drill procedures and Training.
- Be conscious of Health and
Safety matters in the workplace, and in particular to comply with
employees obligations as set out under the Safety, Health and Welfare at
Work Act 2005.
- Operate within the policies
and procedures of the Service at all times.
- Promote dignity at work and
show respect to people who use our services, colleagues and stakeholders.
- Perform such other duties
appropriate to the post as may be assigned from time to time by the Area
Manager/Service Manager. All duties must be carried out in person at all
times.
- As the duties and
responsibilities of any post in the Services are likely to change with the
ongoing need of the people supported by the services, i.e. age, level of
disability, Personal Outcome Measures etc., staff are expected to have a
high level of flexibility, willingness and an ability to develop new
approaches to their work as the needs of the people supported demand.
